Passengers Transported on All-Cargo Aircraft

Passengers Transported on All-Cargo Aircraft And Nonscheduled Passengers Transported on Scheduled Service Passengers Transported on All-Cargo Aircraft

Carriers that have authority to transport passengers, property and mail will occasionally operate flights with basically all-cargo aircraft but which have a few seats available for passenger use. This practice is more prevalent within the State of Alaska. To assure that carriers are reporting these types of flights in a like manner, BTS is issuing the following reporting guidance.

  1. Any flight with a revenue passenger on-board must be reported using one of the following three Service Classes:
    F - Scheduled Passenger/Cargo
    L - Nonscheduled Civilian Passenger/Cargo
    N - Nonscheduled Military Passenger/Cargo

  2. Flights scheduled as all-cargo service on all-cargo aircraft that may have a limited number of passengers will be reported as all-cargo aircraft by using 2 as the aircraft configuration code. The configuration codes are:
    1. Passenger aircraft
    2. All-Cargo aircraft
    3. Combi-aircraft (passenger and cargo on main deck with moveable bulkhead)
    4. Aircraft equipped for water landings

Nonscheduled Passengers Transported on Scheduled Service

Air carriers may also transport scheduled and nonscheduled passengers on the same aircraft. When this occurs, carriers are directed to report all the revenue passengers as scheduled service passengers using the Service Class F.
