movements. Opportunity to Deplane is
inferred by comparing Total Tarmac Time with Longest Single Tarmac Time. If the total tarmac time is greater than
the longest single tarmac time, the inference is that passengers were given
the opportunity to deplane at the diversion airport. If the two times are equal, it is inferred
that passengers were not given the opportunity to deplane. BTS has instructed
air carriers that tarmac time accumulates until passengers are given the
opportunity to deplane the aircraft (most carriers measure this time when the
main passenger door is opened or when the parking break is set). See BTS Technical Directive 17 Section XII.
